Debit Card Application Can't Find The Application For Paypal Debit Card?

Can't find the application for Paypal debit card? - debit card application

I try to apply for a card with PayPal. I found the page through a search. Click on "Sign up now and start your application." I have to register, which only leads me to my account page. Why is this happening?
